Board ratifies $150,786 change order for stormwater projects after debate on oversight

Vice Chair Terry Mountford objected to the process, saying the CDD was already "$300,000+ over budget for this type of project" and criticizing approval of an additional $150,786.09 without scheduling a special meeting. "Approvals like this one should never happen again," Mountford said. District Engineer Charlie Krebs and Eric Long explained that the change order resulted from in-field conditions and homeowner input about inlet locations and that the modification produced a functional end product. Director Kurt Blumenthal said the timing and carryover from Fiscal Year 2024 into Fiscal Year 2025 explained why funds were available and moved the motion. On motion by Mr. Blumenthal and seconded by Mr. Merrill, with all in favor, the Board ratified the change order.
The Board directed District Counsel Tony Pires to draft "ground rules" for handling projects that exceed a specified dollar amount, including requiring special meetings or setting contingency approval thresholds for project managers. The motion passed unanimously; the Board did not change the approved dollar amount at the meeting.
