City Planner Rollin Harper presented an updated draft of Nooksack’s Chapter 18.36 on binding site plans at the May 5, 2025 city council meeting. Harper said he had worked with guest Craig Parkinson, who provided written comments before the meeting and offered additional suggestions to the council.
Parkinson urged reorganizing portions of the draft, including moving section 18.36.060 to follow 18.36.100 and clarifying language in 18.36.040(F) about whether submission requirements are general versus specific. Harper described the changes as part of an iterative review and said he would incorporate the feedback for a later presentation.
Councilmembers agreed to have Harper continue to refine the draft ordinance and bring a final version back for formal adoption as a resolution. No vote on the ordinance itself took place at the May 5 meeting.
