Several written correspondences about construction hours on River Road were read into the record on July 23, documenting neighbors' complaints that work occurred after the agreed 7 a.m.–5 p.m. schedule. In a forwarded email, resident Colter Rule described occasions when workers continued past 5 p.m. and recounted confronting a driver who said, "maybe you stopped work on your property at five, but I don’t stop work here." Rule asked that his comments be read into the record because he could not attend the meeting.
Falls Village Housing Trust President J. R. (Jandi) Hanna submitted a written explanation and apology, saying the issue arose when a local subcontractor hired for a holiday weekend was not informed of the work-hour restrictions and later worked beyond the agreed time. Hanna wrote that she met with the subcontractor to reiterate the hours and apologized to neighbors and the commission: "I want to take this opportunity to apologize to the Planning & Zoning Commission and the Lime Rock Station neighbors for a regrettable and unintended slip in following the working hours’ conditions agreed to in the October of 2020 site plan approval process." The minutes note follow-up: the commission discussed improved communication protocols, onsite signage and involving the CEO during construction; ZEO Janell Mullen also listed follow-up responsibilities for enforcement.
