He also noted Habitat would retain ownership of the land through ground leases and that the project is expected to proceed under CGS 8-30g because the site lacks sufficient frontage for three conforming lots.
Commissioners reviewed applicable 8-30g requirements and discussed the affordability plan, including a potential 30-year affordability duration, deed restrictions and ground-lease mechanics. Commissioners also flagged health and safety review standards and public communication expectations; the applicant indicated a formal submission is anticipated next month. The pre-application was informational and no formal action was taken.
