Board clarifies application acceptance timelines, waivers and completeness

Joanne Duffy reminded the board of statutory timelines for accepting an application. She said the board must accept or deny an application within the statutory period and that the planning office uses a 20-day deadline to provide staff review before the board must act.
Board members discussed past practice of repeatedly continuing incomplete applications and said that practice should end. "If it's incomplete moving forward, we should just deny it," one member said; staff noted applicants can request written waivers, which would make an application complete even if exceptions are requested.
The board asked staff to continue applying the completeness checklist and to recommend denial if key checklist items are missing without a written waiver. The board also agreed to include clearer process language about acceptance, waivers and time extensions in the adopted regulations.
