Board seeks clarity on Class 6 'paper street' rules and select board authority

Barbara Griffin pressed for explicit definitions and for codifying that work affecting a Class 6 road — including improvements to access — should require select board approval. "I wanted that to make sure that the select board also requires approval of any improvement of the access on the Class 6 Road," Griffin said.
Committee members referenced state statute authority. One member read from the RSA: "RSA 236:9 makes it unlawful to elevate, alter, disturb ... without permission," and "RSA 41:11 grants the board of selectmen the authority to regulate and use public highways," then said those statutes support requiring select board oversight for improvements to Class 6 roads. The board directed Scott to research if there is a pertinent RSA and, if found, provide it to Joanne for inclusion in the adopted regulations.
