Board discusses separate stormwater standards and whether they apply to incoming applications

Board members clarified that stormwater standards were adopted by the select board in 2022 and that DPW developed the detailed standards under the board's authority.
Scott O'Zanna noted the stormwater standards were developed to align with updated EPA permit requirements and said they have stricter treatment levels than the 2015 development regs. "The select board in 2022 approved a stormwater ordinance that gave DPW the authorization to develop the stormwater standards," O'Zanna said.
Members debated whether those standards should apply to applications filed before the new regulations were posted. The board concluded they could choose an effective date (they settled on July 27) and make exceptions, and that staff could waive or apply standards case-by-case for conceptual or minimal submissions.
Joanne Duffy said the new development regulations remove stormwater language from the main document and instead reference the separate stormwater standards, which will improve clarity for applicants and reduce duplication.
