Committee hears plan to simplify residential parking to one space per unit and allow on-street credit

The planning department proposed a citywide minimum of one off-street parking space per dwelling unit and allowing appropriately sized on-street spaces adjacent to a lot to count toward that requirement; the CBD would continue to require no off-street parking.
Paul Fritz proposed simplifying residential parking requirements to a single standard: one off-street space per dwelling unit. "We think... at least having 1 parking space required for each new dwelling unit is adequate enough," he said, adding that the change would ease development on narrow lots and reduce zoning-hearing board relief requests.
Fritz also proposed allowing adjacent on-street spaces—if appropriately sized (the ordinance currently uses approximately 22 feet by 8 feet for an unmarked space)—to count toward the requirement in some cases, while still excluding spaces in front of hydrants, bus stops, driveways or crosswalks. He suggested monitoring the policy for a year and adjusting if needed.
