When the mayor reminded him that the public-comment period is for comments and not questions, Nixon persisted and "accused the mayor of bullying people with his local government position," and mentioned a lawsuit, asking whether the city had received it. Legal Counsel Jim Buzzard interjected, telling Nixon not to continue and that he was disrupting the meeting. Mayor Shawn O'Neill then cut off the back-and-forth. The minutes show no further public-comment speakers on that subject and record the mayor moving the meeting back to the agenda.
