Committee backs concurrent resolution urging continued water infrastructure funding for District 1

The House Resources & Conservation Committee voted to send SCR 116 to the House floor with a DO PASS recommendation after Rep. Shepherd presented the measure on March 3, 2026. "The purpose of this Concurrent Resolution is to formally recognize the hydrologic and economic importance of Idaho Water Resource Board District 1," Rep. Shepherd said during the presentation; the motion to advance the resolution was moved by Rep. Raybould and carried by voice vote.
The resolution, as described to the committee, identifies and supports continuation of water infrastructure projects in District 1 and states that proactive funding for those projects is fiscally responsible to protect aquifers, safeguard the tourism economy, and prevent catastrophic infrastructure failures. Rep. Shepherd will sponsor SCR 116 on the House floor.
