Traffic engineer: on‑street spaces can accommodate Greenhouse Project services

He said during the Sunday observation there were over 60 on‑street spaces available within a block of the site and that the existing on‑street supply was well in excess of what would be required for the applicant’s expected attendance.
“As the person running Greenhouse Project, do you see any need for any off street parking for the worship services you’re gonna have in this building?” the board asked; Federico replied, “No. I would say that there is adequate off street, on street parking to accommodate the proposed use.” Board members pressed him on the limited number of formal observations—he acknowledged one formal Sunday check and one Tuesday check plus multiple pass‑bys—but he said his findings and the submitted exhibit map supported his opinion. The board accepted his testimony as part of the evidentiary record in deciding to approve the special exception with conditions.
