Board approves revised borrowing policy, proposes $60 unlimited nonresident fee pending county sign-off

The Summit County Library Board approved a revised borrowing policy that simplifies card types, limits some nonresident access to digital resources, and sets new item limits.
Library Director Dan presented the changes, saying the staff committee removed outdated proof-of-residence examples and recommended eliminating temporary cards. "We're actually proposing a $60 fee," Dan said of an "unlimited" nonresident card that would provide full access to digital platforms such as Libby and Canopy. He told the board that free nonresident cards would still be available but would be limited to 10 items and would not include Libby, Canopy or the Library of Things.
The director framed the fee as a measure to protect digital subscriptions that carry per-use costs. "If somebody is going to use it, at least they're going to pay for it," he said, arguing the change was fair to residents who fund the system through local taxes. Dan also noted the $60 figure is a recommendation and that the county council must approve the fee schedule change before the charge takes effect.
Board members discussed verification procedures (ZIP-code checks, a GIS lookup and renewal reminders) and administrative burdens of certain lease/time-share scenarios. The policy includes a 50-item total cap per resident or unlimited paid nonresident card and a 10-item checkout limit for free nonresident cards; some special collections (holiday books, certain equipment) will remain on lower caps to avoid depletion.
A motion to adopt the borrowing policy with the recommended edits ' including moving price specifics to the county/library fee schedule and adding clarifying language on "claims returned" ' passed in the meeting. The vote was recorded on the motion to adopt the policy; Dan will follow up with the county attorney and county council to place the fee schedule item on the council docket.
