Near the end of the May 21 meeting a board member asked whether members of the public could come before the board to speak and how public participation is handled. A staff member explained that people may speak on specific cases and would be sworn in for testimony, but that general comments to the board at large are managed differently.
"Just like this case, there was the opportunity any respondent or public who wanted to speak on it...They could come up," the staff member said, clarifying that speakers should normally address a particular case rather than offer unsworn general comments. The staff member also said the board remains open to community feedback and separate public-comment opportunities are available for broader remarks to the board.
