Frank of Burgess Chambers briefed trustees on market conditions and the plan's performance since March 31. He said the U.S. market experienced a sharp swing — citing QQQ's movement and year‑to‑date gains — and highlighted that diversification (small cap and international developed markets) and a larger bond allocation earlier in the year had helped limit losses.
Frank explained the rationale for trimming tech exposure: recent earnings were mixed across large software names and valuations may have become stretched. "So because that we have a 7.2% overweight and our investment in QQQ is up 13% from its bottom, we're recommending that we remove $380,000 of it ... and actually replace it with bonds," he said. He framed the change as risk management rather than a forecast of a sustained downturn and said he expects to return with an updated report for the quarter ending June 30.
Trustees asked clarifying questions about the firm's page references and the composition of the international allocation; the adviser responded with specific slides and data ranges included in the packet.
