Trustees authorized a portfolio rebalancing recommended by Burgess Chambers, agreeing to move $380,000 from the plan's QQQ/domestic equity exposure into bonds. Investment advisor Frank told the board the position had swung from a 5.9% loss to an 8.9% year‑to‑date gain in recent months and described trimming the overweight as risk management.
"We are recommending that we remove $380,000 of it, effectively 0.5 our position in the QQQ and actually replace it with bonds," Frank said, citing a plan objective to reduce an identified 7.2% overweight. After trustee motion and second, the board voted in favor of the rebalancing and the chair announced the motion passes. The action was presented as a protective step to preserve gains while shifting toward fixed‑income instruments amid mixed earnings reports and market volatility.
The adviser also described broader portfolio actions taken earlier in the year — trimming concentrated technology exposure and increasing bond allocations — and said the plan's quarter‑to‑date return was approaching about 3% at the time of the meeting. Trustees did not attach additional conditions to the transfer and directed staff to coordinate the trade with the adviser.
