The Borough of Stone Harbor on July 1 approved Resolution 2025-S-176 to promote Detective Sergeant Robert Walker to the position of Police Captain and approved Resolution 2025-S-177 to appoint Kyra R. Backman as a full-time police officer, with the appointment effective August 17, 2025.
Both measures were moved by Councilmember Bunny Parzych and seconded by Frank Dallahan; the roll-call votes recorded Councilmembers Dallahan, Foschini, Parzych, Casper, Gensemer and Biddick as "Yes." The actions were taken during the portion of the meeting described as a swearing-in ceremony for the police department.
