Board overturns planning commission and allows window-covering sign over objections

The Board of Zoning & Building Appeals voted 3–1 on April 14 to override a Planning & Design decision and approve a sign that will cover part of a storefront window. The appeal came after Planning & Design declined to approve the sign over concerns about window coverage.
Applicant representative Mr. Shultz told the board the prior business on the site was not client-facing and that he wanted motorists on I‑480 to see his sign: "I would love to have people drive by on 480 and see my shield," he said. Building staff said there is no explicit zoning prohibition on covering windows but Planning & Design objected to the design; legal staff and the assistant building commissioner had raised concerns at the planning meeting.
Mr. Petitt moved to approve the docket as presented; Mr. Feller seconded. The roll call was AYES: Ms. VanSchoor, Mr. Feller, Mr. Petitt; NAY: Mr. Jackson. The minutes record the motion passed and docket 4-26-05B approved as presented. The decision effectively allows the sign as submitted, limited to the design the applicant presented at the hearing.
