The Hardin County Board of Supervisors approved a pay increase and reclassification for Anne Larson, the county's drainage clerk/executive assistant, effective July 22, 2026. The change moves the position from nonexempt to exempt status and ties future adjustments to market-driven benchmarks.
Mike Galway, the consultant who conducted an external and internal comparability analysis, told the board that drainage duties and recruitment challenges make the position unique and recommended setting compensation relative to the auditor's salary to create internal consistency and improve retention. Galway said his analysis brought recommended pay "just a little right around 63," noting recruitment and retention costs if the county were to lose an experienced incumbent.
Board members discussed the tension between internal equity for current employees and the market pressures for hard-to-fill technical positions. After discussion, the board moved, seconded and approved the pay increase by roll call; the transcript records unanimous "aye" votes. The board asked staff to document the employment agreement and to ensure continuity for drainage program operations.
