The Board of Liquor License Commissioners approved a Class C beer and light-wine license for Coppin State University for campus events, waiving the membership requirement permitted under recent state law, but conditioning final approval on an executed memorandum of understanding (MOU) with the Mondawmin coordinating council.
Counsel Linda Carter (speaker 13) told the board the university has been negotiating the MOU and described proposed limits: two points of sale, strict sales windows (no earlier than one hour before events and ending one hour before conclusion), limits on purchases (no more than two drinks per person/transaction) and a requirement that concession staff are alcohol‑awareness certified. Carter said the university had operated under special one‑day licenses in recent seasons without violations and asked the board to waive club membership requirements because the license is issued to the university rather than a private club.
The chair said the board will be involved in assuring the MOU provides community protections and that the board will require the executed MOU before finalization of the license. "We wanna make sure the community feels heard and that each establishment is... communicating with the community," the chair said.
