Board approves SELPA services, translation contract, wraparound services and ESY transportation; trustees note funding sources

The board voted through several service and procurement items that administration said support special education services, language access and student transportation.
Dr. Lawrence presented a Ventura County SELPA service agreement to provide low‑incidence services (deaf and hard of hearing teacher, physical and occupational therapy) and said the board should approve the district’s continued participation. "This is for our service providers that provide our low incidence, disabilities services," Dr. Lawrence said. The board unanimously approved the agreement.
The board also approved a Bridging Voices contract for interpretation and translation dedicated to special education processes, not to exceed $300,000. Dr. Lawrence said the district can use Medi‑Cal funds to pay for these services. Trustees discussed past vendor performance and whether to build internal capacity in the future.
An MOU with Aspirinet for wraparound collaborative services was also approved; Dr. Lawrence said roughly eight students currently receive the highest level of these in‑home and in‑school social‑emotional supports.
Trustees pulled and then heard two Fillmore Area Transit (FATCO) contracts together—one action item and one consent tranche—to cover ESY transportation and an athletics tranche across fiscal years. The board discussed why a $45,000 threshold places some agreements on consent and others on the action calendar and then approved both items by voice vote.
