Santa Paula High gym estimate rises to roughly $36M as DSA and site needs add costs

Designers for Santa Paula High (Brighton) presented updated scope and costs for the new gym and associated site improvements, telling trustees the DSA backcheck process and site constraints are driving increases.
"When the last iteration came through…R and T was at about $27,000,027.06. We are right now, based on the DSA submittal set of plans, we're at about $36.04," said Dennis (Balfour Beatty), explaining the contractor's view of changes since the earlier design-development estimate. The presenters said the current estimate carries roughly $4.4 million in contingency.
Project staff said added items since the earlier estimate include preparing a future pool laydown area (retaining walls and grading), an underground stormwater infiltration system to meet CalGreen requirements, an expanded PV (solar) plan in Palm Court, and DSA structural reviewer requests for additional reinforcement in some areas.
Trustees and staff debated which value-engineering items could be delayed without harming long-term function. Carlos Sandoval (R and T) and Tara (R and T) presented renderings showing optional exterior shade panels; the board discussed whether removing panels to save roughly $388,000 was worth losing shade and spectator convenience. Project milestones given by staff included a July 31 DSA backcheck submission, anticipated DSA approval in November 2026, a 60-day bid period and early-2027 potential construction start.
