Council discusses master-plan overlay and sets committee to address planning escrow shortfalls

Councilman Boyce described a recent master-plan overlay session with borough planners aimed at shaping a commercial-residential overlay zone and said the borough needs to resolve escrow fee shortfalls for planning-board professionals.
"We met with our planners...and we worked to envision how a commercial residential overlay zone would work...that would be used to inform the master plan reboot," Boyce said. He added the borough is not collecting planning-board escrow fees adequately or timely, leaving the planning-board attorney drafting resolutions and having trouble recouping costs. "So we've set up a small committee to hopefully resolve this issue and is gonna be spearheading it," Boyce said.
The council directed staff to follow up on escrow replenishment procedures and to ensure applicants are informed about timely replenishment. Consultants will distill the overlay-session materials into draft language for future master-plan updates; no formal planning changes were adopted at this meeting.
