Engineer: 244 Old Pan Road project proceeding; state plan review may take months and nesting owls could delay work

Town engineer Tom Scrabble told the council that the 244 Old Pan Road project is moving toward final revisions to satisfy county and state approvals. He said architects and engineers are finalizing plans and that the state approval of a large plan set could take about six months; meanwhile the engineer and developer are preparing site work and a plan to move a historic home on the property.
Scrabble also reported that the project team identified nesting great-horned owls on site. "They are a protected species ... and when they're in the nest, you can't touch them," he said, adding that the nesting season may require a short, worst-case delay but is likely to allow work once fledglings leave the nest.
Council members noted the expected timeline and environmental constraints and confirmed the engineer will coordinate required revisions and timing with the developer and county agencies.
