Council approves major PUD amendment for Enclave at Southern Trails after neighborhood discussions

The council approved a major amendment to PUD 1815-2024 for the Enclave at Southern Trails, a proposed commercial mixed-use and multifamily development on about 20.49 acres.
Rocky Hinkle, community development director, outlined the PUD's three development areas (Development A ~7.88 acres commercial general modified by the PUD amendment; Development B 0.76 acres community mixed use; Development C 11.4 acres residential multi-family). He noted the application revises an earlier approved plan. "This PUD has 3 designated development areas on the site," Hinkle said, describing the acreage and zoning designations.
Applicant representatives and neighborhood residents reported constructive meetings. Eric Anyard with Tanner Consulting said, "We feel this is a major improvement" and that the proposed plan tidies details from the earlier conceptual site plan. Two residents from the Lakes at Rabbit Run said they were satisfied with the developer’s responses on security and boundary concerns. Developer Mark Perkins offered to incorporate a fencing solution to address the conservation-easement boundary and suggested returning with detailed site plans and elevations.
Council considered the staff and planning commission recommendation and voted to approve the PUD amendment. Staff noted that a detailed site plan and elevations will still come back to the council for final review and that the fence and boundary accommodations discussed would be memorialized on return.
