Planning commission approves Antler Falls PUD amendment, limits "bump-outs" to 20%

The Broken Arrow Planning Commission approved a minor amendment to PUD 1242 for Antler Falls, a gated single-family subdivision on about 45.84 acres, imposing a condition that limits architectural "bump-outs" to no more than 20% of a building side and requires condenser units be placed in the 9-foot side-yard niches.

Staff presented the request as a clarification to allow existing floor plans used at the Lakes at Rabbit Run to be carried forward without ambiguity in plan review. "It's just making the language a bit more clear so that doesn't become ambiguous by the time that building permits are issued," said Justin Bruin of Wallace Design Collective, the applicant's representative. Developer Brad Hoffman said the amendment does not change house sizes or lot widths: "We're not changing our floor plans," Hoffman said.

Commissioners raised concerns about narrow side yards and the practical placement of HVAC equipment. One commissioner proposed and the commission adopted a motion to approve with the specific limit that no more than 20% of a home's side elevation may be a bump-out and that condensers be required to be located where the 9-foot side-yard exists. The roll call vote was three in favor and two opposed; the motion carried.

The change clarifies how bay windows, Murphy-bed pop-outs and similar features are treated when determining side-yard separation and building lines. Staff recommended approval after finding the amendment did not significantly depart from the previously approved PUD. The commission's approval included the recording and permitting conditions noted in the staff report.
