City moves forward on airport upgrades: electric ground equipment plus $3.06M terminal rehab contract recommended

On terminal work, staff presented a three‑phase rehabilitation plan and recommended awarding a $3,068,784 construction contract to the Trevino Group (the only responsive bid) for Phase 1 terminal improvements, including replacement of elevators and replacement/refurbishment of escalators and upgrades to PC air units. Staff said 95% of eligible costs will be covered by FAA grants and the remaining 5% from the passenger facility charge (PFC) fund.
Council members asked about timing and traveler impact; staff said Phase 1 will start next year and they will stage work to minimize customer disruption (e.g., not taking both elevators out at once). The procurement and contract were included on the consent agenda and approved as part of the consent package.
