Staff described the proposed scope—trail development, playground improvements, shade structures, lighting, landscaping and neighborhood trail connectivity—and said portions in the floodplain would be limited to passive recreation. Council members from District 4 and others voiced support for bringing park amenities to an area with limited park access; one council member raised concerns about ongoing maintenance of new parks and earlier examples of solar lighting that failed overnight, and staff said they are seeking improved solar storage options and longer-lasting batteries.
Council did not take final action on the grant application in work session but staff requested authorization for the city manager to submit or modify the application and return with updates to council as necessary.
