Council defeats bid to skip staff presentations on six agenda items after split debate

Council members argued over whether routine staff presentations should be skipped for several agenda items, but the proposal to forego those presentations failed after debate and an amendment attempt. Mayor Joseph Solomon opened the discussion when Council member Bass suggested skipping staff presentations for RS26108, RS26109, RS26110, RS26111, RS26112 and RS26114.
Council member Brown moved to amend the motion to require presentation and discussion for RS26108 and RS26109; Mayor Pro Tem recommended adding RS26114. The amendment drew questions about fairness to residents and the council’s governing standards. "Our governing standards currently call for having discussions on all of the items," Brown said, urging that citizens in the audience deserve to hear staff reports. City Attorney advised that a consensus must be unanimous or a motion should be used, and that a majority vote would be required to proceed without presentations.
After the vote the council recorded the amendment and the original motion as failing (the record shows the motion failed 4 to 2). Mayor Solomon then said staff would proceed under the council’s established procedures and the consent items would be handled in the regular session.
