City Administrator Jennifer Lee explained that the Mid-America Regional Council (MARC) resource-sharing agreement allows local governments to share public-works crews, building inspectors, and other non-EMS responders for short-term needs after disasters. Lee said the agreement is intended to help neighboring communities and to create reciprocal access should Mission Hills need similar support.
Staff noted Kansas law constrains interstate mutual aid and that the City’s home-rule resolution narrows the scope to limited assistance when another jurisdiction is in dire need. Council voted 5-0 to approve Resolution No.2026-H to join the regional RSA; staff described the action as largely perfunctory and consistent with neighboring jurisdictions.
