The Jackson Thornton presentation included a separate analysis for sewer where the firm reported a systemwide recovery of 102%. "Great news on the sewer recovery, which I very rarely get to say. From a system wide, 102% recovery, you're right in line," the consultant said.
Consultants and staff explained why the sewer result differs from water: the sewer system has different usage patterns and DOE is a much smaller sewer customer. Staff said the sewer master plan still needs completion and that some residential rate classes show underrecovery; next steps include finalizing the master plan, re-running FY26 data and considering balance across rate classes in any eventual rate schedule. No vote or ordinance was taken; staff will return with more detailed recommendations after completing the outstanding technical work.
