Council swears in new treasurer; staff reports $2.39M preliminary 2025 surplus

Mayor Andy Weed swore in Nick Holmes as City Treasurer at the start of the Jan. 12 meeting. Holmes introduced himself to the Council and said he’s lived in Mission Hills for six and a half years and looks forward to serving in the new role.
Senior staff then reviewed the December financial report and a preliminary year-end outlook. City Administrator Jennifer Lee and Senior Financial Analyst Judy Fang told the Council that property and sales tax revenues were in line with expectations and building permits were slightly above projections. Lee reported a preliminary year-end surplus of roughly $2.39 million, but noted most of that is already committed to contracted or programmed expenses. She said about $400,000 was an unexpected over-performance, of which approximately half ($200,000) is being held for potential auditor adjustments, leaving roughly $200,000 available for reallocation.
No Council action was required to accept the report; staff said final numbers will be presented at the February meeting and that several projects remain underway.
