Planning Manager Brad Sanderson presented a rezoning and a companion development agreement for 815 East Scott Avenue, proposing two duplex buildings (four total owner-occupied units) with design standards, landscaping, and a recorded deed restriction requiring owner occupancy for five years on for-sale units.
Sanderson said the site includes replacement landscaping following an arborist evaluation and that garages were relocated behind the units to improve circulation. Mayor Jackson asked how maintenance and ownership responsibilities would be addressed; Sanderson explained each owner would own their unit footprint while surrounding areas would be common area, requiring an HOA or common-management structure before subdivision approval. Council Member Thom DeSirant moved to approve Ordinance 26-31 subject to the development agreement and Ordinance 26-32 to approve the development agreement; both motions passed unanimously.
