Council asked whether the down payment assistance program has had take-up; staff said down payment assistance has had limited participants while the home repair program is being actively marketed and has available funds. Council passed Resolutions 2025‑R‑72 and 2025‑R‑73 to authorize the subrecipient and pass‑through agreements, each by unanimous vote.
