Katie Thorne explained the lease terms: a 10‑year term with options to extend, insurance and improvement conditions, and an expectation that the tenant will maintain the leased area and pay certain relocation or removal costs if required. City staff recommended the rent waiver because the bulb‑out’s maintenance and expected increase in economic activity would offset the city’s loss of annual rent. "The City has determined that the use of the bulb out for outdoor dining services offsets the cost of the city’s loss of use of the property and therefore waives the associated rent," staff noted in the packet. Council suspended the rules and approved Resolution 2025‑R‑63 by a 5–0 vote.
