Midvale’s City Council voted unanimously to approve the large-scale master plan for the View 78 Apartments (795 W Ivy Dr) and authorized staff to finalize a seven‑year development agreement with PGM Jordan Bluffs, LLC.
Planning Director Wendelin Knobloch said Phase 1 will include 232 units in multi‑plex buildings and 28 townhomes, followed by 96 townhome units in Phase 2. Council Member Bryant Brown said he supported the plan despite reservations about a perceived lack of walkable retail and public amenities nearby; "it's the lack of services and amenities provided to the area along with the density that is troubling," Brown said. The developer’s representative, Dave Dennison of Gardner Group, said the current proposal is less dense than previous iterations and includes streetscape improvements along Seghini Drive. Council moved to approve the master plan and authorized the mayor to sign a development agreement (Resolution 2025‑R‑71) subject to final agreement terms.
