MCPS says reduced P3 funding will slow Carver headquarters planning

Council staff introduced a facility-planning request that includes area-wide elementary boundary work and a feasibility study for a potential public–private partnership (P3) to redevelop the Carver headquarters site. The county executive recommended funding switches and removal of the $2.5 million P3 cost; council staff recommended preliminary support for the board's proposal pending reconciliation.
Andrea Swiatoka, who identified herself as Deputy Chief of Facilities, told the committee the CE reduction would "limit our ability to move forward with hiring an adviser to evaluate the alternative financing model." She said the board had included bond funding in earlier scenarios and the P3 money was offered as an alternative; without it, MCPS will continue operating staff across multiple, board-owned sites and will need to seek creative solutions while acknowledging the limitation on hiring outside advisors.
