Council hears 2025 performance metrics: jobs, permits, recreation and equity targets

Ryan Dawson, economic development manager, reported that business license counts rose to 316 in 2025 (a 12% increase over 2024) and that staff exceeded monthly business‑retention contact goals. He noted development recruitment for mixed‑use projects remains low due to regional financing conditions.
Community development staff said consolidated permitting reduced the raw count of permit applications to 1,631 from an older goal of 2,244 and that housing units completed below 80% AMI were zero in 2025 because several projects remain in the pipeline. Recreation and parks reported increased overall attendance and cost recovery (78%) but fewer open recreation swim sessions after an extended pavilion pool closure last year.
Other departments reported successes and areas for improvement: HR showed lower turnover and fewer compensable injuries; records management hit 100% targets for timely posting; finance said the city caught up three years of late reports and audits and now has clean audits; IT reported 99% uptime and a 97% phishing‑test pass rate; police reported 100% required training compliance and an 84% community safety rating.
Councilmembers asked how some metrics are measured and discussed multi‑year framing for housing targets and active‑transportation goals; staff said they will continue refining measures and presenting dashboard data online for trend tracking.
