Railroad group urges Logansport to pursue rail banking to create continuous trail corridor

At public comment the board heard a detailed rail‑banking proposal from Dave Kitchall, vice president of the Logan's Sporting Hill River Railroad board. Kitchall asked the city to consider rail banking the corridor to preserve a continuous corridor that could be used as a trail until — and unless — future rail use resumed. He described potential connections to the River Bluff Trail, Eel River Trail, France Park and national trail links and said an aggregated acreage figure from Cass County tax maps came to about $182,000.

Kitchall outlined options including purchase, installment agreements or eminent domain (with appraisal), and suggested funding could come from TIF district resources where appropriate; he offered to submit a master plan and a paper map to the mayor’s office for staff review. The board asked for the map and staff said the redevelopment commission had already been in contact with the mayor’s office; the board did not take action at this meeting but requested the map for follow up.
