Mayor Ray Nyhuis presented a proposal at the Nov. 6 meeting to implement an advertising program along the Andrews Avenue fence line consisting of up to 26 panels sized roughly 4 by 8 feet. Proposed rates were $100–$125 per month per panel or a $1,000 annual prepay, with advertisers responsible for providing their own banners subject to Village approval that would exclude alcohol, sexual-content, and marijuana-related advertising.
Council members expressed concerns about the potential visual impact and a "tacky" appearance, the possibility of traffic distraction and safety implications, and the lack of a formal procurement or vendor-comparison process. The council asked staff to research how similar programs are administered by other municipalities, to identify potential vendors, and to prepare procurement options and a draft agreement for later Council consideration.
