Councilmember Arnold Aliff moved to approve the consent agenda for invoices and Councilmember William Daugherty seconded; the motion passed 4‑0.
Council members were told that the invoices represent checks that had already been issued and mailed and that detailed financial documentation had previously been emailed to council members but was not included in the general meeting packet.
