Councilmember Mink asked the committee to restore a $92,638 MHIP contract for the Maryland Vietnamese Mutual Association (MVMA) and argued the organization’s trust and language services bring federal dollars into the county; the committee agreed to add restoration to the reconciliation list. The committee also supported a memo to increase the Muslim Community Clinic oral‑health subcontract to parity with other Montgomery Cares dental providers and concurred with an Executive amendment to continue one‑time funding for the American Diversity Group free clinic.
MHIP leaders asked for merit conversions and four new county merit positions (manager 3, maternal health nurse lead, data analyst and program specialist) to reduce turnover and build data capacity. Multiple council members said they supported the goals but requested a standardized, third‑party evaluation framework and clearer financial reconciliation of contract underspending before approving merit conversions; the committee deferred those staffing items.
