The committee heard and approved the budgets for two quasi-judicial bodies: the Board of Appeals and the Office of Zoning & Administrative Hearings (OZA).
Karen Hines, chair of the Board of Appeals, and Executive Director Barbara Jay presented a maintenance-level operating request with a $17,796 (2.93%) increase. Council staff noted the board received an ORESJ commitment-level rating of 8 out of 11. "As Director Jay mentioned, and as Chair Friedson mentioned, the executive recommends an increase of $17,796 or 2.93% from the FY26 approved operating budget," council staff said. The committee approved the recommendation as presented, 3–0.
OZA Director Kandikey Lehi Sookoni presented a same-service-level budget with a small reduction due to a one-time item the prior year; staff noted an ORESJ rating of 7. The committee approved OZA's budget as recommended, 3–0.
