Committee backs $40M placeholder for new 4th District station, debates timing of firearms training study

The committee reviewed a proposed capital placeholder of $40 million for a new 4th District police station at 2300 Randolph Road, citing long-standing health and safety issues at the existing 1959 facility and an interim staff relocation plan.
"The building has been subject to significant health and safety concerns for years caused by issues such as failing plumbing, sewer backup, HVAC failures, leaks, and mold," Ms. Farag said, describing the need to vacate staff and relocate temporarily to Park and Planning Headquarters while design work is programmed for FY27–FY28. Councilmembers thanked the executive branch for advancing the project and urged timely resolution given the facility's 24/7 operational demands.
Separately, staff urged restoration of $300,000 (recommended for FY28) for a Program of Requirements study to modernize the county outdoor firearms training center, highlighting health, safety, and training modernization needs. Some members cautioned that a POR could become outdated before construction and suggested coordinating with the next county executive or delaying funding; the chair and others supported proceeding. The committee agreed to gather additional information for full council consideration and noted a 2–1 split on moving the POR forward immediately.
Staff said they will update council materials to reflect the CIP placeholder and provide supplemental information on state funding possibilities and POR timing for the firearms training center.
