HOC shifts funds to disability-focused Community Choice Homes, trims Move Up and Youth Bridge

Representatives from the Housing Opportunities Commission told the joint committee that program-level needs prompted reallocations within HOC's rental assistance portfolio. Ken Silverman, HOC vice president for government affairs, introduced Davita Rowley, vice president of resident services, who said the Community Choice Homes (CCH) program'which serves individuals with disabilities referred by the Maryland Department of Disabilities'has seen growing need and higher retrofit costs.
Rowley said HOC reallocated funds from Move Up and Youth Bridge into CCH because CCH had higher near-term demand and retrofit-related expense. "There is more need in the Community Choice Homes program," she said, and HOC chose to request reallocation up front to avoid late, end-of-year transfers. County staff and HOC representatives said they would continue coordination to ensure shifts support system flow and do not create unexpected gaps.
Council members and HHS staff praised Move Up as a strategy to create openings in permanent supportive housing, and they asked that future reallocations be communicated in advance. No committee member objected to the reallocation as presented.
