"This request covers 25 public safety emergency communication specialist positions," Ms. Farag said, describing the mid-year FY26 action for full ECC staffing estimated at $2,600,000. Staff explained that while all 25 positions could be included, many hires realistically would not be onboarded until January; cutting 0.5 of the salaries for January-starting positions would reduce FY27 cost by about $629,000 while preserving the positions on the reconciliation list.
Lieutenant Fields and MCPD staff outlined hiring rhythms (recent class of 8 recruits started April 19 and subsequent classes planned in July and October) and dropout expectations; staff said tranching is possible but the half-year funding approach preserves the department's ability to reach full staffing while reducing immediate-year budget pressure. The committee directed staff to reflect the 0.5-year cut in reconciliation tracking and to provide more detailed hiring timeline estimates for full council.
