County budget staff and department directors presented a breakdown of FY27 rental assistance funding within the Housing Initiative Fund (HIF). The packet and staff remarks identified $28,300,000 for rental assistance programs out of a $52,300,000 HIF operating budget, with HHS programs (permanent supportive housing and rapid rehousing) receiving the largest shares, DHCA programs receiving a 12.6% increase for six programs, and HOC receiving a smaller allocation (noted at $400,000).
Naimia, representing council staff, explained that the HIF is funded by recordation tax revenues restricted by county code for rental assistance and that staff project a $3.3M carryover depending on loan closings. DHCA Director Scott Bridal said contingency could be used for MPDU extension contracts and preservation or production of affordable housing if not needed for emergency rental assistance.
Committee members asked for additional detail on the overall recordation tax revenue, multi-year projections (out to FY32), and the frequency of revenue evaluation; staff said they would provide those figures to the committee. The committee approved the executive'recommended rental assistance funding and retained the contingency.
