Staff recommended replacing 213 Stryker CR2 automated external defibrillators (AEDs) in the Montgomery County Police Department inventory after identifying that many devices are beyond their service life.
"They currently have AED 344 AEDs but 252 of them are beyond their service life and need to be replaced," Ms. Farag said, describing the procurement to replace aging units. Lieutenant Cody Fields urged the committee not to tranche the purchase, saying "more than 70 percent of our total AEDs are inoperational at this point in time" and that partial replacement would leave many districts without reliable coverage.
Councilmembers discussed tranche versus full replacement; one member suggested tranching to ease budget pressure, while the department warned that partial purchases would leave critical gaps in availability. The committee signaled support for placing the full replacement amount on the reconciliation list to address the backlog.
Members asked staff to include an explanatory asterisk in the reconciliation materials describing the backlog created by prior deferred funding.
