County officials seek FY27 contractors to prevent MCPS CPS‑clearance backlogs

Oscar Minson, the county's social services officer, told the committee the additional contractor support "was established as a need for the upcoming fiscal year" and that the FY27 request will let DHHS study demand and determine whether FTEs will be required in future years. DHHS COO Mark Hodge clarified how contracts require background checks: "We have just 1 contract with the 1 umbrella vendor... but all of our contracts that are direct service providers have a clause... that require each of their employees to have background checks," and said the department will strengthen contract background‑check provisions and spot monitoring.
DHHS asked the committee to place the enhancement on the reconciliation list so the county will avoid potential hiring delays at MCPS and reoccurrence of backlogs during high‑volume periods.
