Council committee reviews $33M proposed boost to MCPD budget, focusing on staffing, overtime, and tech upgrades

County staff told the Public Safety Committee the County Executive is recommending roughly a $33,000,000 (about 9.37%) increase for the Montgomery County Police Department operating budget for FY27, including programmatic and staffing additions that the committee must consider for the reconciliation list.

"The county executive is recommending a $33,000,000 increase or a 9.37% increase from the FY26 approved budget," Ms. Farag said, outlining $4.4M in programmatic/staffing additions on the reconciliation list, $11.9M in compensation adjustments, and $16.7M in other net cost increases. Staff framed many proposals as sustaining operations given high vacancy rates (182 sworn vacancies previously cited) and significant overtime reliance; staff noted "police have overexpended their overtime budget by $9,400,000" through 04/20/2026.

Committee members discussed modernization items that include case management and vehicle recovery software, adoption of new camera systems and drone program conversions, and contracts already executed (red light and speed camera contract, Axon contract changes). Several specific budget changes were advanced to reconciliation or approved by consensus, and members requested more detail on procurement, deployment, and equity/tool analyses before full council review.

The committee said it wants follow-up briefings on the department's strategic plan, case management costs and expected efficiencies, and transparency around camera and analytical tools.
