County to move Lighthouse into base budget, adding grant and wraparound funding

Tara Clemens Johnson said the move into base budget would improve sustainability: "For this year, for the first time, it will be part of the base budget. So no more one‑time funding, which is good for the sustainability of the program."
Laurie Garabe Aquino provided performance metrics during the CYF presentation: "In the first 4 months of the grant period, we've had just a little over 1,400 unique families served... we've successfully closed 236 cases, with 94 percent of our families achieving stabilization." Council staff concurred with the executive recommendation and the committee placed the items on the reconciliation list as appropriate for full‑council consideration.
The committee asked staff to provide further detail on grant administration and how the Office of Grants Management will oversee the NOFO and grantee responsibilities before final approval.
